There is a limit to how much developers can and will put into a game even on the PC/online, such as DB Online, which carries a lot of the customization and user modified features you want, yet doesn't come close to what you would like to see.ДЄside from that, not sure why you would want stuff like SSJ5 and 5th form Freeza.

To get what you are asking for we would need a huge PC game that connects online and to a massive server that could handle all of said input and features. I mean I know graphics aren't everything, so if you'd want all of that to go along with NES style graphics, awesome, but gameplay and overall feel/flow would suffer as well.
